Subcontracts Specialist Atyrau 5/2

PSN Kazstroy is looking for experienced candidate for Subcontracts Specialist role:

 

Responsibilities:

 

With support from the Procurement/Subcontracts Manager prepares subcontract strategy documents identifying services required, bidding strategy and time lines;

Reviewing Bid Waiver (Single/Source Justifications) as required in conjunction with technical disciplines for Non-Competitive tendering;

Manages the pre-contract process of bidder qualification, preparation (liaising with all concerned disciplines to gather all required information and documentation required for tender package) and administration of tenders, evaluation, negotiation & award of various types of subcontract (site, onshore, offshore, consultancy and HR Agency Agreements) for the Project.

Responsible for completeness of  bid clarification requests, Bid clarification meetings and key correspondence; Formally responding to Tender clarification requests in respect of Tender documents;

Closes out subcontracts and individual orders, deals and with the support of the Senior Subcontracts Specialist bring any claims to satisfactory conclusions;

Maintains subcontract files (including insurance documents, bank guarantees and performance bonds, parent company guarantees) in accordance with established procedures;

Commercial administration of subcontracts which includes official correspondence (outgoing/incoming) and maintaining of respective registers and trackers;

Management of change process and maintaining of respective registers and trackers; Milestone/Stage/Progress payment process and maintaining of respective registers and trackers; retentions and backcharges.

 

Requirements:

Preferable degree qualification in business administration, commerce, quantity surveying

3 years+ in a Procurement/Subcontract position; Oil & Gas experience preferred.

Commercially competent in the field of Supply Chain Management

Knowledge of local and international standards applicable to their position;

Awareness of RoK requirement of Local Content and Nationalisation Development.

Experience in working on heavy engineering/construction contracts.

Excellent level of communication in English and Russian.
