Требуемые навыки:

Requirements:

·         Degree in Engineering, Technical Studies, Project Management, Project Control, Planning, Business Administration and/or a closely related field.

·         10 or more years working experience in a senior Project/Cost control position on large capitial projects for a major oil and gas company and/or a contractor providing services to one.

·         Experience in performing cost control with different contract types (Reimbursable Cost, Unit Rate, Lump Sum).

·         Supervisory experience.

·         Experience covering multiple project phases (concept, selection, definition, execution, handover to operations) and associated milestones.

·         Knowledgeable with capital project management framework, key work processes and best practices.

·         Experience in working/interfacing with Contracting &Procurement and Finance-Controllers.

·         Self-starter and pro-active with ability to work effectively unsupervised.

Required Technical Competences:

·         Knowledge of project controls theories and concepts.

·         Ability to analyze and interpret cost and planning data related to large projects.

·         Good knowledge of the project management, project controls, cost controls and planning processes and procedures.

·         Ability to identify potential bottlenecks and propose mitigation measures.

·         Ability to create / update project control methods and procedures.

·         Knowledge of Primavera, MS project and similar software.

·         Skilled in the use of MS Office applications.

·         Ability to prepare and present internal and external presentations as part of a team.

·         Ability to work effectively in project environment under high work pressure.

Required Behavioural Competences:

·         Ability to quickly establish relationships to ensure processes and standards are consistently applied.

·         Demonstrable interpersonal & communication skills.

·         Ability to influence others (Company and Contractors) and make the case for change using technical arguments. Ability to build consensus around issues with major impact on the Project including perspectives of external stakeholders.

·         Fluent English language skills. Ability to write and review technical documentation in English.

·         Ability to work in the multinational and multicultural environment.

Responsibilities:

1. Accountable forBundle 1 cost control and administrationin accordance with NCOC procedures:

a. Develop, coordinate, supervise and maintain overall project cost reporting, e.g. monthly project report, monthly NDD management cost review.

b. Develop and maintain detailed project cost forecast and monitor actuals against forecast. Provide explanation of variances, prepare latest estimates, control budget.Evaluation of risks, opportunities and sensitivities, and understanding how to appropriately reflect in forecast.

c. Execute and coordinate preparation, consolidation and verification of inputs to Annual Work Program & Budget (AWP&B) and budget revision process for Bundle 1.

d. Conduct cost control, value of work done estimates and validation.

e. Recommend and support effort on continuous improvement of NCOC Project Cost management or project control procedures.

f. Perform scope tracking (Change Management) during Execute stage of the Project.

g.Conduct quantity adjusted budget analysis.

h. Develop a contingency rundown curve to track changes against Estimate change orders.

i. Suggest corrective actions if adverse trends are identified in the project forecast and assess if implemented corrective actions were successful.

2. Liaise with the Post-award Contract Administration team regarding:

a. Invoice validation, contractor(s) timesheet control and validation, correspondence registers.

b. Contractors progress of work comparison against expenditures.

c. Contractors progress measurement and validation.

3. Participate in project risk register reviews.

4. Support the preparation of relevant documents for Contracting Companies, PSA LLC, etc.as required.

5. Participate in project reviews, including preparation of deliverables and follow-up of recommendations.

6. Participate in contract tendering, bid evaluation, and awards as necessary.

7. Provide project close-out cost reporting, including final reconciliation of final costs to FID cost estimate, and capture of lessons learned.
