KEY RESPONSIBILITIES AND ACCOUNTABILITIES:

· Assemble, maintain and produce project design criteria data at the commencement of the project, establishing the guidelines through design basis, control philosophy, preferred equipment list, site data, project requirements and associated documents;

· Establish and maintain design budget, electrical equipment procurement budget, electrical construction contract budget and schedules;

· Produce designs in accordance with project, discipline, statutory regulations, good practice and company procedural requirement;

· Produce project electrical filing system which is maintained, kept up to date in a discipline or project system which all project design personnel utilise.

· Produce, check and file design calculations required to complete the design.

· Produce project technical, equipment and installation contract specifications for the project.

· Ensure design is completed within the design man-hour, electrical equipment and installation contract budgets.

· Compare electrical equipment procurement costs against budget and provide feedback to estimating.

· Prepare technical evaluation of electrical equipment and installation contracts tender.

· Provide information to produce and maintain on a regular basis the ‘Request for Tender’ schedule.

· Gather weekly design man-hour reports and compare against project schedule targets.

· Organise production, approved and checked drawings and other design documentation for issue.

· Estimate, control and review design scope changes.

· Provide feedback on the quality, use and value of design systems used in design.

· Produce and maintain inspection/test programme with the expediting department, nominating vendor inspection personnel for all mechanical and electrical equipment.

· Participate in the selection of 220kV Power Supply Line and Substation Local Design Institutes for the “P” and “RD” local design contract;

· Coordinate the Work of the local Design Institute on progress, adherence to the design codes, procedures and specifications as well as project schedule;

· Lead the development of the Power Line and Substation procurement and construction packages; evaluation, adjudication and recommendation;

· Co-ordinate construction contact awards, management of progress, as well as providing quality and cost input;

· Produce workshop test documentation for the recording of vendor works testing on major electrical equipment.

· Produce site inspection, functionality testing and commissioning documentation for recording works testing on site.

· Prepare project close-out reports with comparisons of design and procurement budgets.

· Review vendor design and set standards to vendor.

· Review feasibility studies and study documentation and comment on adequacy.

· Review estimates and comment on adequacy.

· Liaise with client to ensure that his requests have been carried out and advise client on all aspects of electrical / instrument engineering.

· Manage the electrical and instrument design team to ensure that the team complies with the project criteria and standards.

CORE COMPETENCIES & SKILLS:

Essential:

  • Must hold a Bachelor of Engineering (Electrical) and be a Chartered Member of an internationally recognized of Engineering with NPER-3/ PrEng equivalent registration in Kazakhstan;
  • Competently qualified and experienced in the following:
  • High Voltage experience including fault level and harmonic system calculations, HV switchgear and HV motors;
  • Medium voltage motor control centres and motor experience;
  • Control Systems;
  • Instrumentation Systems;
  • PLC/DCS software (not essential but an advantage); and conversant with International standards and regulatory authority requirements in the mining and minerals processing sector.
  • Minimum of 10 years electrical design experience in High Voltage/ Medium Voltage/ HV Transmission Lines, Sub Stations, preferably in the mining and minerals processing area in the design office and field;
  • Previous experience in the management of HV transmission lines and substation construction;
  • Well-developed computer skills and knowledge of word processing, databases, spreadsheets and discipline related application software;
  • Good written and verbal communication skills in both English and Russian languages;
  • Able to manage or direct Electrical Department of the Owner’s team and manage the local design institutes;
