Proposal & Estimation Engineer for Karabatan office

Urgently Sicim SPA Kazakhstan Branch is looking for proper candidates for position of Proposal & Estimation Engineer for Karabatan office.

location: Karabatan office
work schedule: 5/2
1 year employment contract with 3 months probation period

Roles & Responsibilities:
- Examination of the tender documents, concentrating on understanding the specific expectations of the client, as well as the relative deadlines and proposal submission requirements;
- To prepare material take offs / bill of quantities from the drawings / tender documents;
- To interface other discipline engineers to compile BoQs as per overall project requirements;
- To independently carry out the cost evaluation for materials, labour and equipment, and other resources for the relevant discipline;
- To send RFQs to potential vendors and subcontractors for budgetary estimates and prepare commercial comparatives to support bid proposals;
- To liaise with the other departments to obtain inputs on the work estimates and resource planning;
- Within the limits agreed with the Line Manager, represent the company in the meetings with Partners, making visits and taking part in meetings on site as required;
- To present the result of the estimation to the Line Manager for review and approval and make necessary changes as directed;
- To prepare technical bid submission documents like – method statements, execution plans, preliminary schedule, technical narratives, etc.;
- To translate / proof read translated versions of critical technical documents relevant to the Tender;
- To prepare and submit proposals to the Client in accordance with RFP requirements;
- To file / archive all proposal documents as per company’s internal procedures;
- To coordinate handing over of commercial budgets, bid documents to the Project team as per internal procedures;
- To support Project teams with contractual clarifications whenever required;
- Demonstrate commitment to company’s Quality, Health, Safety and Environment (QHSE) policies.


Requirements:
- Should have a minimum bachelor’s degree of engineering (4-year course) in relevant discipline or equivalent.
Must have worked as a Proposal Engineer for at least 5 years in the oil and gas sector in Russia / Kazakhstan OR must have worked in a similar position on at least 1 successful EPC bids of value over US$ 100 mil each in Russia / Kazakhstan.
- Must be fluent in English & Russian (both languages are mandatory).
- Must have thorough knowledge of GOSTs & SNiPs and other standards applicable in the region.
- Must be proficient in using MS Excel and MS Word and other MS Office suite products.
- Should have strong analytical skills, must be proactive, well-organized with attention to details.
- Good communication and interpersonal skills;
